Tang Shaoyang gathered the people to be candidates for the Thousand Vows Pavilion. The people he deemed fit to lead the Thousand Vows Pavilion were more fit than he was. He did not know how different a sect operated from a normal faction, but he got the gist of it from Ouyang Biya.
A sect typically consisted of a sect leader, a vice sect leader, a designated young successor, and around eight to twelve distinguished elders who led various divisions focused on different aspects. A division focused on training the disciple, a division that focused on alchemy, a division that focused on smithing, and a division with a specific type of cultivation.
