More and more border guards appeared after the first one was dead.
They were all fodder. They are on the same level as Sam and they were placed there because of two reasons.
One is that they didn't want to show any hostility towards Sam or his group. If they placed much stronger guards and they did something stupid, like trespassing into Sam's territory, it would seem too hostile or an action with ulterior motives.
But weaker ones and younger ones… they can brush it off with some compensation and explanation.
And another thing is a symbol.
They didn't want to leave the border completely empty without any guard. They just needed to project the intent that they do care about the others not trespassing.
At least that is what the Genius elders of the Saxons thought.
