A Petilil usually need to synthesis for around 1yr to be prepared to evolve, no matter their level. As a shiny is estimated that 1.5 years is needed to be ready. It's been 2 years and it's level is stuck, it's believed that once it breaks it's bottleneck and evolve it level will rise a lot. After all it's been trained for 2 years under her dad supervision. Mild tempered, unless angered where it then uses Servine to defend itself. Been trained as primary support pokemon for the team.
