Whoever had originally commissioned this place had spent considerably on the internal formations while keeping the outside deliberately unremarkable, making him wonder which power was trying to act low-key in this city, where displaying wealth would get them more benefits, but on second thought, Davis guessed it wouldn't be the case since it would also invite taxation, conscription, and unwanted trouble.
