My Hero Academia: My Justice Reigns Supreme

Ren Asano is a fourteen-year-old at Aldera Junior High with a regeneration quirk and a quiet conviction that institutional justice is a performance.
He goes through his school day, walks past Bakugo bullying Deku without intervening, comes home, eats dinner with his parents, and tells them he's applying to hero schools.
They take it in stride because it's a normal career in their world, though his mom worries about the danger and his dad starts thinking about prep courses.
That night, he gets slammed with the fragmented memories of a past life: a literature teacher from a world without quirks who tried to report a police superintendent for abusing his daughter, did everything through proper channels, got systematically destroyed by every institution he trusted, and ended up dead in a motel room.
The memories merge with Ren's, reinforcing what he already believed. Immediately after, he receives a 1% Higuruma template that cracks open his cursed energy reservoir and gives him a Domain Expansion. He recognizes Higuruma from JJK, which his past self actually liked. Ten seconds later his own innate cursed technique, Decree, surfaces, raw and uncontrollable. He pieces together that his past self watched his world as an anime but decides he can't treat that as reliable intel since his reality isn't a script. He goes to sleep.
